Carter was born in Waurika, Oklahoma on April 6th, 1949. He graduated from the University of Oklahoma in 1973 with a degree in Finance and minors in Economics and Music Performance. After returning to his hometown of Waurika, he became Vice President of First Farmers National Bank.
Carter's family has a long history of Rotary involvement. Carter became member of his local club in 1973 where he has a 50-year record of perfect attendance. He served as president of the club more than 20 times and served as Assistant Governor more than 10 times. Carter is a multiple Paul Harris Fellow and, as a member of the Paul Harris Society, he achieved the status of Major Donor to The Rotary Foundation.
Aside from Rotary, Carter has served on 10 boards. These include Jefferson County Hospital, three university boards, the Cotton Electric Charitable Foundation Board, two bank boards and several boards throughout his community including the Chamber of Commerce. For enjoyment Carter attends University of Oklahoma sporting events, goes snow skiing when he can, and loves to play golf. Most of all he enjoys spending quality time with his family including his three sons Steve, Jon, and Kyle and their families.

Kelly Green is the head men's basketball coach at Southeastern Oklahoma State University. Green is responsible for recruiting student-athletes, organizing the team, and academic advising of student-athletes. Green has been in his current position since April 2011.

Daring Grover is the head women's basketball coach at Southeastern Oklahoma State University. Grover is responsible for coaching and recruiting student-athletes, as well as managing all aspects of the women's basketball program. Grover has been in his current position since 2005. The City Manager of the City of Durant is Pam Polk. Ms. Polk joined the City of Durant in April 2024, after previously serving 19 years as the City Manager of Collinsville, Oklahoma. Pam is a recipient of the Gerald Wilkins Award for City Manager of the Year, and was recognized as the 2022 Woman of the Year by the Oklahoma Municipal League. She is also the first, and only, female city manager in Oklahoma to hold the International City/County Management Association's Certified City Manager accreditation. The City Manager's Office provides centralized direction and leadership for the effective administration and operations of all municipal services for the City of Durant as directed by the City Council, and serves as the focal point for the management of the City staff departments.
